The yearly limit of 5 private land antlerless licenses (no more than 2 from DMUs entirely in Zone1 and entirely in Zone 2, combined) was created to distribute the harvest of antlerless deer among hunters and across the landscape. There is no yearly limit on private land antlerless license for the Special Regulation Units (TB area and DMU 041).
