Why limit the number of bags and recycling containers that an eligible establishment can put out?
The limit is necessary because too much tonnage would overburden curbside collection contract capacity and ensures that curbsides remain neat and orderly. Also, the City does not have the capacity to become a major collector of private sector waste and recycling and it has no interest in competing with major contractors who provide commercial waste collection and disposal.
