The State of California participated with the Western States Contract Alliance (WSCA) in conducting a competitive bid for small parcel delivery services, and awarded contracts to all [four] companies that submitted offers for Intrastate, Interstate and International deliveries. For specific business reasons, UPS declined to participate.
