Because simply getting rid of Al Qaeda solves nothing as long as the global terrorist network remains in place. Even if we “destroy” Al Qaeda, there’s nothing to stop the remnants of Al Qaeda from getting together and rebuilding their group under another name. Furthermore, other terrorist groups like Hamas have directly threatened the United States and Hizbollah has killed Americans before as well. Unless we deal with all of the terrorist groups with global reach, it’s just a matter of time until we’re hit with another major attack.
