Why isn’t the federal goverment paying for this?

In theory they will, but we have to wait for the money to be available, which will definitely be several years from now. So we can wait for the federal government to pay for repairs which means living with decertification, higher flood insurance, higher risk, more stringent development conditions and uncertainty or we can do the repairs ourselves and hope that we can get reimbursed by the federal government when the money is available.
