The line needs to be constructed along a new route to serve the growing demand for electricity east of downtown and to improve the reliability of the entire transmission system by connecting additional substations at 56th & Everett, 30th & A, a new substation at 21st & N, and 17th & Holdrege. Additionally, existing underground cables were installed directly in a trench with a soil backfill. It is not possible to strip the old cable out and pull a new cable in the same location.
