• We are balancing two necessities: the need to replace the old photo card production system quickly, and the need to wait for international matters to resolve themselves before undertaking a costly conversion of the entire licensing system. • Converting to a one-piece licence system is a complex procedure and a big financial investment. It makes sense to delay this conversion until some important questions about international identification are resolved. Right now these matters are in flux. When we do go to the expense of developing a one-piece system, we want to know that it will conform to all the latest standards and stand the test of time. • In the meantime, this partnership with SGI meets our immediate need to replace the existing licence production system. It also puts many of the building blocks in place to move to a one-piece system in the future.
