Why isnt enrollment open to all Veterans?
VA is required by law to ensure Veterans enrolled in VAs health care system are provided timely and quality health care. VA re-opened enrollment for health care to approximately 266,000 additional Veterans whose incomes exceeded the current VA means test and geographic means test income thresholds by 10 percent or less. This incremental approach to expanding enrollment allows VA to ensure that access to VA healthcare for a greater number of beneficiaries does not sacrifice timely access or quality medical care for those Veterans already enrolled in VAs health care system.
