Why isn’t a multi-year option available to Youth members?

At $29, the youth memberships are already significantly discounted compared to other levels of membership. Also, in most cases, a member doesn’t meet the age requirements of a youth member for a long enough period of time, graduating to the college or adult tier once they hit the age of 19.
