Because the Burqa gives a woman more security feeling than in any other kind of dress.It is treated as dignified dress for a gentle woman.

I think it’s just that women becoming more religious. When I was younger I used to wear jeans and a t-shirt then I added a headscarf, then I decided to wear a skirt instead of jeans/trousers. So wearing proper Islamic attiare is a gradual process for most women living in the West.
