Why is TVA rewarding customers who use less power?

For one thing, until the recession hit, costs for the commodities needed to produce electricity were steadily rising. For another, concern over climate change seems to bring the promise of even more disruption to business as usual in the world of power generation and consumption. Besides, one TVA representative said, while TVA has always been about helping the Tennessee Valley develop economically and grow, it also has a history of helping customers conserve.
