Why is there so little HDTV programming?

In its two-part report it states that the lack of HDTV programming will mean that in 2007 only 2.3 per cent of Canadians will be watching HDTV programming despite the large number of HDTV sets that are sold in Canada. “I’ve been a big fan of HD for the last three years.
