A. Because called shots are an effective critical strike and vampires are immune to criticals (besides who really wants what is an effective ‘insta-kill’ on our delicious vampires?). You can stake a vampire when it is prone, but otherwise, you must reduce a vampire to 0 hit points before you can deal out the ‘killing’ blow.
