However, the FCC later took it over and assigned those frequencies that had been allocated to Channel 1 to emergency services such as fire, police, and ambulance radios. Television channels take up a huge amount of bandwidth (compared to radio transceivers), and with the radio technology available back then the FCC simply had no other place on the spectrum to put them.
