Why is there an Marriott Vacation Club International (MVCI) week available for rent, but not available to me via an Interval International exchange?

This week was not deposited into Interval International’s system by an MVCI Owner. Instead, the week has been listed for rent to generate dollar revenue. This is either due to the MVCI Owner wanting income from the week or that MVCI has listed it for rent in order to pay for the Marriott Rewards points taken by an Owner in trade for the week.
