Why is there a two-month phase-in period?
Several actions between the contracts are required because the contracts are different contracting instruments; therefore, a phase-in and transition period is required. These actions include transferring property from one contract to the other, conducting a wide range of training (for the new contract type, new personnel, new systems), ensuring security clearances are in place for local national hires, issuing appropriate badges to personnel, setting up purchasing systems, and mobilizing and demobilizing personnel.
