I am a nuclear engineer. You only need approval to travel if you have classified/top secret clearance and are traveling to a specific state or nation of concern (e.g. iran, libya). This is no different than anyone else with a classifed clearance. The shortage is mostly because power plant construction was stopped in the 80’s. This decreased the demand, so many universities downsized, or got rid of their nuclear programs. However, fields other than commercial power have arisen, and now with the supposed “nuclear renaissance”, there is even a greater demand.
