Why is there a different level of effort for turning the steering wheel at different speeds?
Your CTS is probably equipped with Speed Variable Assist Power Steering, a speed sensitive steering system. The system automatically varies the amount of steering effort based on vehicle speed. Steering assist is increased at lower speeds to help with parking and low speed maneuvers. Assist is decreased at higher speeds to provide improved road feel.
