Why is the towpath used instead of the route along Clarence Road and through the Armouries?

We are hoping to come to an agreement with land owners that enable the route to use Clarence Road and avoid the steps that lead to the Towpath. In the meantime the towpath is to be cleared of the vegetation and silt that built up when the towpath was flooded.
