Why is the “Tent City” prison allowed in Arizona?Is there no legal standards of prison conditions?

I don’t have a problem with the Tent City. Prison shouldn’t be a glorified day camp for criminals. And apparently the state allows the inmates to be treated that way. It’s not like it’s being hidden, or swept under the rug.
