Regulation of ammonium nitrate is the first priority, but other chemicals (including other explosive precursors), biological agents, and radiological materials are also being considered as part of the COAG Review of Hazardous Materials. Some substances may need to be regulated in the same way as ammonium nitrate, while others may be controlled through other forms of regulation such as industry-based codes of practice. This won’t be known for sure until the final report of the COAG Review of Hazardous Materials which is due for release in late 2005 or early 2006.
