Why is the STIP program implemented?
The STIP program was implemented to accelerate site cleanups and to define a corrective action plan agreed to by DEC and the party assuming responsibility for the cleanup. Under the covenant of a stipulation agreement, the administrative requirements of a discharge permit could be waived which allows for cleanups to begin sooner. With an agreed upon corrective action plan, both the DEC and the party assuming responsibility for the cleanup would have a clear understanding of each others responsibilities which in turn results in more effective cleanups.
