This is mainly due to channels coming and going. Low channel numbers are usually allocated to broadcasters with the greatest influence. There have been occasional half-hearted attempts to sort out the sequence. Some Freeview boxes allow you to specify your own sequence of channels. Some viewers may find this useful but other may find it even more confusing.
