Why is the rule about an adult being in the water with a child under the age of 6 so strongly enforced?

That rule was established in 1998. We were having numerous closings due to biohazard closings (as many as 2 or 3 per day). After considerable observations and discussions with other pools, the Board determined that young children left unattended in the water were the primary cause of the vomit & feces incidences. When an adult was with the child in the water, they could sense when the child needed a bathroom break. They saw when the child was swallowing large amounts of water and then gagging. The adult in the water became our best defense against biohazard incidences and enforcement of the rule cut those types of incidences by 90%. We do not want to return to 1998 and experience repeated pool closings that are so easily prevented. Please cooperate with this effective rule.
