Put simply, registration of federal .US names is done electronically, while state, county, city and town registrations are done manually. Federal government CIOs prepared the list of names that they wanted and simply emailed them to the Department of Commerce, who in turn passed them along to NeuStar. NeuStar has a very targeted list of potential registrants among federal government CIOs, so notifying them that their names are available (and collecting registrations from them) will not be as time-consuming.
