Despite the many attempts to do so around the world no organisation in the world has developed a balloon Haps service that can actually deliver services. Balloons/Airships cannot hold a fixed position in the stratosphere, as required to make effective communication linkages. In May 2005 the Japanese Government formally ended its own attempts to produce a stratospheric balloon platform for Haps service delivery. NiCT (Japanese Government Research Agency) and other Haps experts concede that any commercially and technically practical Balloons/Airships system is at best 7-10 years away from delivery. Indeed that it may never become an option.
