The City does clean, maintain and repair those wastewater mains in the street areas which serve more than a single residence (and is referred to as a “public main”). However, the City has no way of cleaning individual laterals from the public main. The City also has no control over what the property owner discharges to the wastewater system or what the owner plants over their lateral or in the parkway which could affect the lateral. Within the street area, there is typically nothing that will grow and damage the lateral (such as tree roots). Therefore, the standard requirement by the City is that the owner is responsible for the maintenance of their lateral from the residence to the public main in the street. Section 10-1.407 of the Thousand Oaks Municipal Code sets forth wastewater facilities maintenance responsibilities.
