Why is the percentage of reported clicks not the same across each search engine?

We aim to deliver each pack of clicks evenly across all the search engines. But as clicks are driven by consumer/ user demand and therefore fluctuating search traffic, more clicks may be delivered on one search engine than another during specified periods of time.
