Why is the Participant plus-Spouse tier so much more expensive (typically) than the Participant plus-Child/ren tier?

The resulting participant pool demographics is that the plus-Spouse tier tends to have two adults who are older than the one adult in the plus-Children tier. The second part of the answer is that the cost of the plus-Spouse tier is simply more expensive than the plus-Children tier.
