The Chancellor announced in his 2006 Budget that people aged 60 and over and eligible disabled people in England would get free off-peak travel on all local buses anywhere in England (rather than just in their local authority area) but this required primary legislation. The Concessionary Bus Travel Bill was introduced in Parliament on 27 November 2006 and received Royal Assent on 19 July 2007 becoming the Concessionary Bus Travel Act.
