Because billions of years ago, the solar system was being created and there were countless millions of rocks, asteroids, debris, comets, meteors all flying around, crashing into each other. The moon, due to having no atmosphere or living geology, has stayed the same over billions of years, while Earth, which is very much alive, has had most of it’s craters eroded away or covered by plants and water.
