Why is the mayor-council system more conducive to delivering services efficiently?
In the current system, if you call the Mayor’s office and asked to fix a pothole, he or she would have to call the city manager, who would contact the department in charge, to take the action. That’s because department heads are appointed by the city manager and report to him, not the Mayor and Council. In the new plan, the Mayor could take direct action and hold department heads accountable for performance and results.
