Why is the Library charging for guest passes?

There are two primary reasons the Library Board of Trustees and the Arcadia City Council decided to begin charging for guest passes: first to help support the Citys Budget so we can continue to offer public computers and printers, as well as Internet access and word processing software; and second to reduce the excessive use of guest passes by some and promote fair access to this service for the Librarys patrons.
