Why is the Liberation campaign only going to select cities?

This year, the first tranche of the Liberation campaign will be visiting Birmingham, Newcastle, London (Westminster) and Liverpool. Next year, well be taking the campaign to London (Waltham Forest) and other cities as well, so there definitely arent any network problems.
