Because that is exactly what it should be doing, it is what the US and coaltion have been striving for, and it is exactly why the surge of 2007 happened – to create the security conditions necessary for a strong Iraqi government to rise up and take control of its own security situation. The US et al wanted this to happen, and acted to enable this to happen. We wanted the Iraqi Security Forces trained and able to be the ones leading security in Iraq, with us acting in supporting roles. This is what has happened, this is a good thing. ISF are the ones who are supposed to lead operations, and the government is to decide how security is maintained and enforced. If it is done by ISF first and foremost (Brookings Iraq Index demonstrates that Iraqis have far more trust in ISF than our forces) this is better for Iraq.
