Why is the initial inspection fee $45 for an IM240 and OBD test?
AirCare is operated on a cost recovery, user pay basis. The IM240 test and OBD test are enhanced emissions inspections. The AirCare program is legislated to operate on a cost-recovery basis. This means that AirCare must charge a test fee that is sufficient to recover the full cost to operate the program without incurring a surplus or deficit. The $45.00 test fee reflects the true cost of performing the test and is not a two-year service charge. Test fees alone must cover the total program operating cost.
