It was my understanding that is the general treatment of ANY country’s flag in the respective country. And the idea is to keep it protected. It is still cloth, and so it wears and tears and so forth. Taking it down, especially in colder temperatures or in bad weather, keeps it in acceptable condition much longer. It is nothing more than respect for the symbol of one’s country.
