Why is the image resolution reported incorrectly in my image/document editing software?

Some image editing software packages add their own tags to an image file, to identify the type and resolution of the file. When we convert those files from one resolution to another, the resolution changes appropriately, but the tags are not correspondingly changed. The file resolution is as it should be. The tags being read by the software are not.
