The LHRP is a nationally standardized hospital program inspired by the CMS – Premier Quality Incentive Demonstration. The LHRP uses national data sets of hospital quality and efficiency information. Hospitals can participate in the program with minimal additional reporting since the program uses measures from previously collected data. The LHRP was developed under the direction of The Leapfrog Group, with the assistance of Premier, Inc., Towers Perrin and Thomson Medstat. The program focuses on five clinical areas that account for a significant share of inpatient hospital admissions and costs. The five clinical areas represent 20 percent of commercial inpatient spending and 33 percent of commercial admissions.
