Why is the game rigged so that all players land on the milestone circles at the same time?

In a campaign, the primaries*, conventions and election are held on the same day for all candidates and thus in eLECTIONS all players must meet up on those days. Success in the game is not measured by who is ahead on the game board, but rather who is ahead in the electoral vote count should the election occur at that point in the game. *A few states hold their democrat and republican primaries on different days or only hold a single primary.
