Essentially it is because the femur is the thickest bone and also the bone which takes the greatest stresses without flexibility unlike the foot which takes far more stress than the femur BUT has the important distinction of being able to flexate and absorb the stress impacts put upon it. The temporal bones are actually the amongst the thinnest and weakest in the body and if the skull bones were the hardest why is it that people wear helmets (sorry blunt, you’re so wrong there) and if you know anything about physiology you’ll know that the… errr, pen!s isn’t actually a bone, its simply muscle tissue.
