Why is the facility proposed to be smaller than the number of youth currently in out-of-county placement?
This question has a two-part answer. First, if the crime is serious enough or the needs are too specialized, the child may need longer term or more specific treatment than will be provided locally. In our facility, treatment will be more effective and stays will be shorter. No child will be warehoused. Second, as promised, we have been working to develop the full continuum of services so that we can reduce the number of youth who require secure detention. For example, we have added a Cary Home for Girls for residential treatment. We are boosting our alternative programming. We are implementing risk assessments as children are arrested so that we know what they need and whether they need to be detained. We wish there was enough programming to keep all youth from ever needing secure detention but that is not realistic in our community.
