Why is the Emergency Operation Center being planned as a separate facility from the Public Safety Building?
Construction two separate buildings (PSB and EOC) has been determined to be the most cost effective solution. With an eye toward reducing project costs, the City determined that more money could be saved per square foot because the Emergency Operations Center must be built to a higher standard (i.e. base isolated, without parking under the building and setback 75 feet from the street) in order to comply with federal Homeland Security requirements. Not only does this save on the overall project costs but it also ensures that the Emergency Operations Center remains eligible for future federal funding.
