It is critical to understand the movement of people and why they are moving. It is is necessary to help plan for these reasons: 1.) We must be aware of the impact on resources of the areas into which people are moving. This would include both natural resources and those that provide for the needs of people such as the medical, legal, educational etc infrastructure. 2.) It is important to understand why the transition is taking place. If people are moving voluntarily and taking their assets with them it is one thing. If people are moving involuntarily and either cannot take their assets or have nothing to take with them that is still another. They may tax the ability of the new area to support them. 3.) One must also consider what kind of people are moving. For example, some people are moving that are educated and have important job skills. They bring with them, if not physical assets, key skills to their new area. Others flee their area and have little to bring either in terms of job s
