Why is the DECevent installation looping on the UIC check?

On OpenVMS DECevent must use a UIC in the group 375. It defaults to [375,300]. If this UIC is in use you should be prompted for another UIC. However, in some cases we have seen the new value refused and the installation goes into a loop requesting a new UIC but not accepting it. If you see this problem control C out of the installation. Use Authorize to see if UIC [375,300] is being used by something other than DIA$MANAGER. Restart the installation. When the UIC prompt is displayed do not take the default. Type in a new available UIC without allowing the check for the default to be run.
