In December 2001 the Government published the Planning Green Paper – delivering a fundamental change, proposing fundamental reforms to the planning system. The Paper proposed abolishing Local Plans and replacing them with Local Development Frameworks (LDFs). The Planning and Compulsory Purchase Act 2004, become effective in the 28th September 2004.
