Portsmouth CCC opened in 1972. Over the past number of years the community became increasingly concerned about its former location on Portsmouth Avenue and the offender profile. In February 2009 the CCC was moved to an interim location on the property of Frontenac Institution, and the new location on the Frontenac/Collins Bay Institution property was announced.
