Why is the Comanche National Grassland so checker-boarded on the map?

The Comanche National Grassland was formed when the Government bought land from the homesteaders during the Dust Bowl. Farmers could not make a living anymore and wanted to get out of the area. So the land is limited to that which was bought by Government and was eventually formed into the 20 National Grasslands.
