Why is the agency listing in the Spending database different from the agency listing in the Contracts database?
There are several reasons why the listings could differ: • The State Agency Spending database only provides information on appropriated spending by agencies and public authorities (corporations). The Comptroller may approve contracts entered into by other entities that are not payable from State funds or do not receive direct State appropriations. • State appropriations are provided to a State agency as a whole, which are later allocated to facilities for their use. For example, the Department of Corrections receives appropriation authorizations in total for all of its facilities. Only the total spending for the Department is reported. However, since a facility may have approved contracts with service providers, the individual facility contracts are reported in the Contracts list. • Appropriated agencies and public authorities may have approved contracts, but may not have any spending yet.
