Why is Proposition 46 needed?
The housing crisis in California affects us all. Statewide, the average home price now stands at $321,000–up more than 25 percent from a year ago. Just 28 percent of California households can now afford to buytheir own home, down from 34 percent last year. One-third of all renters spend more than 50 percent oftheir income for housing. Families, battered women, low-income seniors, and laid-off workers with fewresources too often find themselves out on the street without shelter. According to the State Department ofHousing, over 360,000 Californians are homeless and the numbers are rising. Additionally, homeless anddomestic violence facilities are in disrepair and severely impacted. Proposition 46, the Housing and Emergency Shelter Trust Fund Act of 2002, provides significant help tothese pressing problems.
